India-Netherlands Strategic Partnership PM Modi’s Visit: India and the Netherlands on Saturday elevated their bilateral relationship to a “Strategic Partnership,” marking one of the most significant upgrades in ties between New Delhi and a European nation in recent years. The announcement came after extensive official talks between Indian Prime Minister Narendra Modi and Dutch Prime Minister Rob Jetten at the Catshuis, the official residence of the Dutch Prime Minister in The Hague.

The two leaders unveiled an ambitious roadmap designed to deepen cooperation across trade and investment, defence and security, renewable energy, emerging technologies, maritime affairs, education, and critical minerals — a broad agenda reflecting both countries’ growing strategic convergence amid shifting geopolitical and economic realities.

The announcement represents a major diplomatic milestone for India’s engagement with Europe and underscores the Netherlands’ expanding interest in the Indo-Pacific region, where New Delhi has sought stronger partnerships with democratic maritime powers.

Strategic Partnership Signals New Phase

Trade, EU Agreement and Economic Priorities

A major focus of the talks centered on trade and investment. Both leaders emphasized the importance of an early conclusion and implementation of the India-European Union Free Trade Agreement, negotiations for which have accelerated in recent years.

The two sides described the prospective India-EU trade pact as potentially transformative, particularly at a time when Europe seeks more diversified economic partnerships and resilient supply chains outside traditional dependency structures.

The Netherlands, one of Europe’s major logistics and trading hubs, is expected to play a critical role in facilitating greater Indian access to European markets.

Defence and Indo-Pacific Cooperation Expands

One of the most consequential aspects of the agreement was the substantial expansion of defence and security cooperation.

Under the new framework, India and the Netherlands agreed to establish more structured military interactions between their defence ministries, including cooperation between defence industries and research centres. The two sides also committed to enhancing maritime cooperation through naval exercises and deeper Dutch participation in India-led regional initiatives.

The agreement reflects the Netherlands’ growing strategic engagement with the Indo-Pacific — a region that has emerged as a focal point of global geopolitical competition and maritime security concerns.

Officials announced plans to:

  • Coordinate bilateral military cooperation through structured tri-services interaction;

  • Expand maritime collaboration through naval exercises and tailored participation in the Information Fusion Centre–Indian Ocean Region (IFC-IOR);

  • Increase armed forces interaction within frameworks such as the Indo-Pacific Oceans Initiative (IPOI) and the Indian Ocean Naval Symposium (IONS);

  • Explore defence technology collaboration involving military platforms and equipment;

  • Develop a Defence Industrial Roadmap linking Indian and Dutch defence manufacturers and research institutions.

The proposed roadmap could eventually connect India’s Society of Indian Defence Manufacturers (SIDM) with the Netherlands Industry for Defence and Security (NIDV), creating opportunities for industrial partnerships, joint research, and defence innovation.

The two governments also agreed to examine the feasibility of institutionalizing logistical support arrangements during military training exercises through a future Mutual Logistic Support Agreement.

Analysts say the developments illustrate Europe’s widening strategic interest in the Indo-Pacific, where concerns over maritime security, supply chain vulnerabilities, cyber threats, and regional stability have increasingly drawn European nations closer to India.

Security, Cyber and Counterterrorism Agenda

The security dimension of the partnership extends beyond traditional defence cooperation.

India and the Netherlands agreed to deepen coordination on a wide range of security issues, including maritime security, cyber threats, economic security, knowledge security, and emerging technologies.

A significant component of the discussions focused on cyber cooperation. Both sides agreed to strengthen bilateral cyber dialogue mechanisms and intensify coordination in multilateral forums to counter cybercrime and digital threats through information-sharing, capacity building, and joint initiatives.

The two countries also reaffirmed their commitment to combating terrorism through bilateral, regional, and international cooperation. Officials said both governments would continue to support efforts toward adoption of the Comprehensive Convention on International Terrorism at the United Nations.

Additionally, the two sides pledged to continue work toward concluding a Mutual Legal Assistance Treaty and a new Extradition Treaty.

Water, Agriculture and Health Remain Cornerstones

While defence and strategic issues drew significant attention, both governments reaffirmed the enduring importance of the “WAH” partnership — shorthand for cooperation in Water, Agriculture, and Health.

The Netherlands is internationally recognized for its expertise in water management, flood control, and agricultural innovation, areas where India faces growing developmental and climate-related challenges.

The leaders agreed to intensify collaboration on large-scale water projects and expand cooperation in healthcare research, digital health systems, agriculture, food safety, and sustainable farming technologies.

Given increasing climate pressures and concerns over food security, these sectors remain central to the long-term bilateral agenda.

Green Energy and Maritime Sustainability

Climate and energy cooperation emerged as another major pillar of the upgraded relationship.

Both governments committed to strengthening collaboration in renewable energy, especially in green hydrogen, biofuels, green shipping, and maritime logistics.

The Netherlands — home to some of Europe’s most advanced ports and maritime infrastructure — is expected to become an important partner for India’s clean shipping ambitions and energy transition strategies.

The emphasis on maritime logistics also reflects the strategic importance of global shipping corridors and sustainable trade routes amid mounting climate commitments and geopolitical uncertainty.

Technology, AI and Semiconductor Cooperation

The leaders also identified emerging technologies as a strategic priority area.

India and the Netherlands agreed to enhance collaboration in artificial intelligence, semiconductors, innovation ecosystems, and digital technologies. Both countries expressed support for deeper technological exchanges and youth-focused innovation initiatives, including bilateral hackathons.

The semiconductor component is particularly notable as governments worldwide race to secure advanced chip manufacturing capabilities and reduce dependence on concentrated supply chains.

The partnership could position the Netherlands — home to globally important semiconductor technology expertise — as a valuable partner in India’s ambitions to strengthen its domestic semiconductor ecosystem.

Education and Cultural Diplomacy

The visit also highlighted growing educational and cultural engagement between the two countries.

Both leaders welcomed new initiatives aimed at strengthening mobility partnerships and higher education cooperation. Special mention was made of a newly concluded agreement between Nalanda University and University of Groningen.

Cultural diplomacy featured prominently during the visit as well.

Prime Minister Modi thanked the Dutch government for facilitating the return of 11th-century Chola plates to India — an issue linked to the broader global debate over repatriation of cultural artefacts.

The leaders also welcomed cooperation between Leiden University Library and the Archaeological Survey of India to advance research and knowledge surrounding the historic artefacts.

Fourteen Agreements Signed

Following the official talks, the two countries concluded 14 agreements and memoranda of understanding spanning technology, green energy, trade, mobility, education, culture, and the WAH sectors.

A Joint Statement and the official Roadmap on Strategic Partnership were also adopted during the visit.

Prime Minister Modi extended an invitation to Prime Minister Jetten to visit India, which the Dutch leader accepted.

Strategic Context: Europe’s Indo-Pacific Shift

The timing of the upgraded partnership is geopolitically significant.

Across Europe, governments have increasingly sought stronger engagement in the Indo-Pacific amid concerns over supply chain resilience, maritime stability, technological competition, and evolving security dynamics.

For the Netherlands, closer engagement with India offers access to one of the world’s fastest-growing major economies and an increasingly influential Indo-Pacific power.
