Military aviation across the globe is undergoing a profound transformation, moving rapidly from theoretical design concepts to the practical deployment of Collaborative Combat Aircraft (CCA)—frequently referred to as strike-fighter drones. Leading air forces are pivoting toward these uncrewed assets for complex air-to-ground and air-to-air operations. Within this shifting global defence landscape, the German armed forces have laid out corresponding plans to field similar capabilities, prompting major aerospace and defence heavyweights to offer immediate, mature solutions.
Rather than waiting through decades-long development cycles typical of brand-new military aircraft, industrial coalitions are championing operational platforms that already exist. At the forefront of this push is a strategic partnership between Boeing and Rheinmetall, designed to fast-track Germany’s path toward advanced unmanned combat aviation.
The Maturity Advantage of the MQ-28 Ghost Bat
A central challenge for modern defence procurement is the immense time and capital required to design, test, and field next-generation combat systems. However, industry leaders argue that this hurdle can be bypassed using pre-tested platforms like the MQ-28 Ghost Bat.
Previous flight tests indicate that the MQ-28 is fully capable of meeting stringent German military requirements across both air-to-ground and air-to-air domains. Crucially, its high level of technological maturity sets it apart from competing initiatives still stuck in early design phases. Highlighting this advantage, Glen Ferguson, Global Director of the MQ-28 program at Boeing Defense Australia, noted:
“While many CCA programs worldwide are still in the concept, definition or early test phase, the MQ-28A Ghost Bat has already gone through these essential development steps.”
Furthermore, the aircraft holds a unique operational distinction as the first and only strike-fighter drone to actively participate in complex multinational exercises, such as the United States military maneuver Exercise Valiant Shield.

Bridging Speed and Sovereign Independence for Germany
For Berlin, adopting foreign military technology often raises concerns regarding national sovereignty, local maintenance, and intellectual property control. To address this, Rheinmetall is stepping in as an independent system integrator to ensure that Germany achieves rapid capability deployment without compromising domestic industrial interests.
Mike Schmidt, CEO of the Business Unit Air, Uncrewed and Space at Rheinmetall, addressed this balance directly, stating:
“Germany does not have to choose between speed and independence. We offer a way to achieve both at the same time. The MQ-28 enables us to bypass the lengthy development phase of a new aircraft and go directly to the decisive task: making the capabilities of unmanned combat air systems available to the German Air Force.”
This arrangement ensures that software development, mission integration, and intellectual property remain securely within the German industrial ecosystem. The platform also allows for the seamless integration of sovereign German sensors, weapons, and mission software.
Building an Industrial Ecosystem and Preparing for 2029
Achieving operational readiness for complex uncrewed systems by the end of the decade requires urgent preparation in tactics, force structuring, and training environments. Boeing, alongside Rheinmetall, Rohde & Schwarz, Diehl Defence, and HENSOLDT, is actively constructing a robust local industrial ecosystem to support this transition.
Emphasizing the timeline required to meet ambitious operational goals, Glen Ferguson emphasized: “If the goal is to achieve such a capability by 2029, this work must begin today with the development of tactics, training, definition of force structure and the integration of sovereign technologies.”

To ensure the platform remains relevant and adaptable over decades of service, the MQ-28 uses a modular architecture rather than a rigid framework. Explaining this design philosophy, Ferguson added:
“The MQ-28 Ghost Bat has been designed from the outset as an extremely adaptable platform. Experiences gathered in operational use to date show that the MQ-28’s architecture can be quickly adapted to new mission requirements, including air-to-ground capabilities. This is not about a retrofit, but about using a modular design that is conceived from the ground up for continuous adaptations.”
Supported by continuous data feeds, digital twin simulations, and operational insights derived from test programs with the Royal Australian Air Force (RAAF), the MQ-28 offers the German Air Force an immediate, realistic testing ground. By combining Boeing’s flight-proven hardware with Rheinmetall’s local integration muscle, Germany is poised to secure a decisive edge in autonomous air combat operations.
