The 16th India-Singapore Defence Policy Dialogue: SINGAPORE — Against the backdrop of a rapidly shifting geopolitical landscape, India and Singapore have signaled a major evolution in their security alliance, pivoting from traditional military exercises toward high-tech collaboration in artificial intelligence, cyber warfare, and unmanned systems.

The strategic shift was cemented during the 16th India-Singapore Defence Policy Dialogue, held in Singapore on May 28, 2026. Co-chaired by Indian Defence Secretary  Rajesh Kumar Singh and Singapore’s Permanent Secretary (Defence) Joseph Leong, the high-level talks underscored a mutual recognition that the future of regional stability will be decided as much in digital corridors as on the high seas.

Deeper Ties in Niche Warfare

While bilateral ties between New Delhi and Singapore have historically been anchored by naval cooperation and joint training, this year’s dialogue highlighted a distinct transition toward emerging domains of warfare.

According to official statements, both delegations engaged in extensive discussions on how to merge their technological and industrial capabilities. The agenda focused heavily on:

  • Artificial Intelligence (AI): Incorporating predictive analytics and autonomous decision-making into defense frameworks.

  • Cyber Security: Shielding critical military infrastructure from sophisticated state and non-state actors.

  • Unmanned Systems: Expanding the development and deployment of aerial, surface, and underwater drones.

  • Advanced Defence Technologies: Fostering innovation-driven partnerships that allow defense industries in both nations to co-develop next-generation equipment.

Illustrating this digital focus, Defence Secretary Rajesh Kumar Singh toured the Digital Operations Technology Centre of the Singapore Armed Forces’ Digital and Intelligence Service (DIS). The visit was aimed at gaining direct insights into Singapore’s cutting-edge technical capabilities, laying the groundwork for future joint operations and knowledge-sharing between the two nation’s digital defense wings.

Securing the Indo-Pacific Corridor

Beyond technological integration, the dialogue served as a platform for both nations to reaffirm their shared vision for regional governance. Amid rising maritime tensions and shifting power dynamics in Asia, India and Singapore reiterated their strict commitment to an open, inclusive, and rule-based Indo-Pacific architecture.

“The discussions underscored the importance of innovation-driven partnerships and deeper collaboration in emerging areas to address evolving regional and global security challenges.”

Both secretaries praised the robust framework of existing multilateral forums, specifically emphasizing the role of the Association of Southeast Asian Nations (ASEAN) and the ASEAN Defence Ministers’ Meeting-Plus (ADMM-Plus). By centering their strategy around these established institutions, both New Delhi and Singapore are aiming to promote practical, constructive defense mechanisms that resist unilateral hegemony in critical trade lanes.

Looking Ahead: Industrial and Institutional Growth

The 16th Dialogue concluded with a roadmap for sustained, high-level institutional exchanges. By linking India’s massive defense manufacturing push (under its self-reliance initiatives) with Singapore’s highly advanced tech ecosystem, the two countries hope to build a more resilient supply chain capable of weathering global disruptions.

As both secretaries closed the session, the message was clear: the India-Singapore strategic partnership is no longer just about maintaining proximity—it is about pioneering the next frontier of defense technology to ensure a stable, balanced Asia.
