Veteran civil servant Anugraha Narayana Das has assumed charge as India’s new Controller General of Defence Accounts (CGDA), taking over one of the country’s most significant defence financial management positions.

Das, a 1991-batch officer of the Indian Defence Accounts Service, formally took charge on May 1, according to an official government statement.

He succeeds at a time when India’s defence expenditure continues to expand rapidly amid military modernisation, rising procurement requirements and increasing emphasis on indigenous defence production.

The Controller General of Defence Accounts oversees the financial management architecture of the Ministry of Defence, including budgeting, payments, audit functions, expenditure monitoring and financial advisory services for the armed forces and defence establishments.

Officials said Das brings more than three decades of experience in defence finance and public administration, with expertise spanning procurement policy, budgeting, audit systems and oversight mechanisms.

Extensive Experience Across Defence and Government Institutions

During his career, Das has held several key positions across the defence establishment and central government ministries.

His previous assignments include serving as Director in the Ministry of Water Resources, Additional Financial Adviser and Joint Secretary in the Ministry of Defence, Principal Integrated Financial Adviser at Army Headquarters and Special Controller General of Defence Accounts at CGDA Headquarters.

The government said his work has included leadership roles in procurement reforms, expenditure monitoring and financial governance initiatives.

Officials also highlighted his exposure to advanced professional training at institutions including Indian Institute of Management Bangalore and Duke University.

Das is an alumnus of Utkal University and the University of Ljubljana.

Key Role Amid Rising Defence Expenditure

The appointment comes at a critical period for India’s defence financial administration as the government continues expanding military spending and accelerating procurement programmes.

India has significantly increased investment in defence modernisation over recent years, with a growing focus on domestic manufacturing, advanced weapons systems and infrastructure upgrades.

The CGDA plays a central role in ensuring financial oversight and accountability across these programmes, while also supporting operational readiness through timely financial management and advisory functions.

Analysts note that the increasing scale and complexity of defence procurement — particularly under India’s push for self-reliance in defence production — has elevated the importance of integrated financial oversight within the Ministry of Defence.

Das is expected to oversee ongoing reforms related to digital financial systems, procurement efficiency and expenditure management as India continues modernising its defence administration framework.

The appointment reflects continuity within India’s defence financial structure while placing an experienced administrator at the centre of one of the government’s most strategically important spending portfolios.
