Partnership to Promote Research, Education, Training and Indigenous Technology Development.

DRDO-RRU MoU Signing Ceremony in New Delhi. (December 22, 2025)
DRDO- Rashtriya Raksha University (RRU) MoU: In a significant step towards strengthening India’s defence and internal security ecosystem, the Defence Research and Development Organisation (DRDO) and Rashtriya Raksha University (RRU) have signed a Memorandum of Understanding (MoU) to foster collaboration in the areas of research, education, training and technology support. The partnership aims to enhance national security preparedness and promote self-reliance in critical defence and internal security technologies.
The MoU was signed on December 22, 2025, at South Block, New Delhi, by Dr Chandrika Kaushik, Distinguished Scientist and Director General (Production Coordination & Services Interaction), DRDO, and Prof. (Dr) Bimal N. Patel, Vice Chancellor of Rashtriya Raksha University. The signing ceremony took place in the presence of Defence Minister Rajnath Singh. Also present on the occasion was Dr Samir V. Kamat, Secretary, Department of Defence R&D and Chairman, DRDO.

Advancing Self-Reliant India in Security Technologies
The MoU reflects a shared commitment by DRDO and RRU to support the national vision of Aatmanirbhar Bharat and the whole-of-nation approach during Amrit Kaal. The collaboration seeks to integrate cutting-edge technology, academic knowledge and operational insights to strengthen India’s strategic autonomy in defence and internal security.
Through this partnership, both institutions aim to contribute to the development of indigenous solutions that address evolving security challenges, thereby reinforcing India’s preparedness across defence and internal security domains.

Leveraging Complementary Strengths
Rashtriya Raksha University, an institution of national importance under the Ministry of Home Affairs and the UGC-designated Nodal Centre for Defence Studies, brings strong academic, training and policy expertise in internal security. DRDO, as the country’s premier defence R&D organisation, contributes advanced indigenous technologies and system-level expertise tailored to the operational requirements of the Armed Forces and security agencies.
By combining these complementary strengths, the collaboration is expected to create a robust ecosystem for innovation, capacity building and policy-relevant research in the security sector.

Scope of Collaboration
Under the MoU, DRDO and RRU will undertake joint research projects, PhD and fellowship programmes, and specialised training and capacity-building initiatives for security forces. The partnership will also focus on:
1. Studies on emerging operational and security challenges
2. Technology gap analysis and forecasting of future requirements
3. Life-cycle management of DRDO-developed systems inducted into the Central Armed Police Forces (CAPFs) and other agencies under the Ministry of Home Affairs
These initiatives are expected to ensure effective deployment, sustainment and modernization of indigenous technologies used by internal security agencies.

Strengthening National Security Preparedness
