India Notifies Joint Theater Command Rules: New Delhi, India – May 28, 2025 – The Indian government has formally notified the rules for the establishment of joint theater commands, marking a significant step towards greater integration and efficiency within the country’s armed forces. The “Inter-Services Organisations (Command, Control & Discipline) Rules 2024,” formulated under the Inter-Services Organisations (Command, Control & Discipline) Act 2023, were notified via a Gazette Notification and came into effect on May 27, 2025. This development is set to reshape India’s military landscape, aiming to enhance war preparedness through synergistic operations.
The move culminates a legislative process that began with the Act’s passage by both Houses of Parliament during the Monsoon Session of 2023. It received Presidential assent on August 15, 2023, and the Act itself came into force on May 10, 2024. Subsequently, the Inter-Services Organisations (ISOs) were officially notified on December 27, 2024.

The Concept of Theater Commands: A Paradigm Shift for India
The notification of these rules is crucial for operationalizing the concept of theater commands within the Indian military. Traditionally, India’s armed forces have operated under distinct commands for the Army, Navy, and Air Force. Under this system, geographically defined or functionally specific “theaters” would be overseen by a single commander, drawing resources and personnel from all three services—Army, Navy, and Air Force. Faster Disposal of Disciplinary Cases: The newly notified rules specifically empower the Commanders-in-Chief and Officers-in-Command of the ISOs to exercise direct command and control over service personnel within their purview. This includes the effective maintenance of discipline and administration, as well as the “expeditious disposal of disciplinary cases,” which aims to avoid “duplication of proceedings.” This administrative efficiency is critical for maintaining operational readiness.

The Act, which empowers commanders within ISOs to exercise command and control over service personnel, is designed to ensure effective discipline and administration without altering the unique service conditions of each branch.
The newly notified subordinate rules, framed under Section 11 of the Act, are intended to facilitate the effective implementation of these provisions, establishing a comprehensive framework for discipline, administrative control, and operational synergy.
