Leonardo, Enav Spa Join Forces to rebuild Ukraine’s Air Traffic Management System (UkSATSE): ROME, Italy – July 10, 2025 – In a pivotal development for Ukraine’s post-conflict recovery, a significant Memorandum of Cooperation has been signed by leading aerospace and air navigation entities: Leonardo, Enav SpA, and the Ukrainian State Air Traffic Services Enterprise (UkSATSE). The agreement, formalized at the Ukrainian Recovery Conference in Rome, marks the launch of a concerted effort to rebuild and enhance Ukraine’s civil air navigation infrastructure under the comprehensive Ukraine Air Traffic Management (ATM) Restoration and Recovery Plan (UARRP).
The initiative addresses the severe impact of the ongoing conflict on Ukraine’s ATM capabilities, aiming to re-establish a secure and functional airspace for the nation’s future. Under this strategic partnership, Leonardo, a European powerhouse in aerospace, defence, and security, will serve as a key supporter and provider of essential technological and infrastructure components for the recovery plan. Concurrently, Enav, Italy’s national Air Navigation Service Provider, will contribute its extensive operational knowledge and vital consultancy services. UkSATSE, as Ukraine’s national Air Navigation Service Provider, will spearhead the implementation of the restored systems, acting as the ultimate end-user and beneficiary. All three parties have committed to a joint coordination of planning and execution for critical UARRP projects, alongside close collaboration with institutional partners to secure sustainable financing solutions.

As an immediate and tangible first step within this cooperative framework, two distinct Donation Agreements have been executed between Leonardo, Enav, and UkSATSE. These agreements facilitate the transfer of five en-route primary radar systems and their associated equipment to Ukraine. This initial delivery is anticipated to play a crucial role in re-establishing Ukraine’s fundamental surveillance capacity, a prerequisite for the phased reopening of its airspace to civil operations.
This initial delivery is hailed as the first concrete milestone in the broader implementation of the UARRP, unequivocally demonstrating Leonardo’s steadfast support for Ukraine’s recovery needs. The Memorandum and the accompanying Donation Agreements collectively reaffirm the shared resolve of all three signatories to construct a robust and operational airspace infrastructure vital for Ukraine’s long-term stability and growth. The agreement also notes that it may be subject to subsequent binding agreements, which will be defined in compliance with applicable legislation, including those pertaining to transactions between related parties.
